Vancouver consistently posts the highest big-city gas prices in North America, and the reasons are mostly invisible at the pump: the Pacific Northwest wholesale rack, a thin supply chain (the Parkland refinery in Burnaby covers only about a quarter of regional demand, with the rest arriving via the Trans Mountain pipeline and U.S. imports), and the steepest tax stack in Canada — an 18.5¢/L TransLink levy, 6.75¢ BCTFA, and 1.75¢ provincial motor fuel tax add up to 27¢/L before GST. The Vancouver rack typically runs 15–25¢/L above Edmonton, so retail prices here move sharply on refinery maintenance, pipeline news, and West Coast supply squeezes.
